{"id":7053,"date":"2015-03-26T14:58:25","date_gmt":"2015-03-26T14:58:25","guid":{"rendered":"http:\/\/taylorwimpeyspain.com\/blog\/?p=7053"},"modified":"2015-03-26T15:10:01","modified_gmt":"2015-03-26T15:10:01","slug":"malaga-spains-self-appointed-new-arts-hub","status":"publish","type":"post","link":"https:\/\/taylorwimpeyspain.com\/blog\/malaga-spains-self-appointed-new-arts-hub\/","title":{"rendered":"M\u00e1laga, Spain\u2019s Self-Appointed New Arts Hub"},"content":{"rendered":"<p>For the past 15 years, M\u00e1laga, the birthplace of Pablo Picasso, has pushed to promote its connection to the great painter, as part of its efforts to turn itself into an arts center.<\/p>\n<p><a href=\"http:\/\/taylorwimpeyspain.com\/blog\/wp-content\/uploads\/2015\/03\/25iht-malaga25A-master675.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-7056\" src=\"http:\/\/taylorwimpeyspain.com\/blog\/wp-content\/uploads\/2015\/03\/25iht-malaga25A-master675.jpg\" alt=\"25iht-malaga25A-master675\" width=\"675\" height=\"450\" srcset=\"https:\/\/taylorwimpeyspain.com\/blog\/wp-content\/uploads\/2015\/03\/25iht-malaga25A-master675.jpg 675w, https:\/\/taylorwimpeyspain.com\/blog\/wp-content\/uploads\/2015\/03\/25iht-malaga25A-master675-300x200.jpg 300w, https:\/\/taylorwimpeyspain.com\/blog\/wp-content\/uploads\/2015\/03\/25iht-malaga25A-master675-225x150.jpg 225w\" sizes=\"auto, (max-width: 675px) 100vw, 675px\" \/><\/a><\/p>\n<p>Now, the cultural ambitions of this southern Spanish city are taking on a new dimension, spearheaded by its longstanding mayor, who persuaded two prestigious museums to add here their first overseas offshoots: the Pompidou Center from Paris and the State Russian Museum from Saint Petersburg.<\/p>\n<p>The M\u00e1laga branch of the Russian Museum was to be inaugurated on Wednesday, three days before the opening of the so-called Pop-Up Pompidou.<\/p>\n<p>The city hall of M\u00e1laga predicts that during the coming year about 250,000 people will visit the Pompidou offshoot and 150,000 its new Russian museum.<\/p>\n<p>The museum projects owe much to M\u00e1laga\u2019s conservative mayor, Francisco de la Torre, who has been in office since 2000 and is hoping to win another mandate in May, when Spain holds municipal elections. Known to many as a beach and cruise-ship destination, M\u00e1laga already added two major institutions in 2003: a Picasso museum and a Center of Contemporary Art housed in a former wholesale food market. In 2011, the mayor convinced Baroness Carmen Thyssen-Bornemisza to move part of her collection \u2014 mostly 19th-century Spanish paintings \u2014 to a former palace here, within walking distance of the Picasso museum.<\/p>\n<p>The State Russian Museum\u2019s site is housed in a former tobacco factory that is already home to an automobile museum. The Russian museum \u2014 which has no connection to Saint Petersburg\u2019s flagship museum, the Hermitage \u2014 has sent 100 works on permanent loan, including \u201cPortrait of Catherine II\u201d by Dmitry Levitsky, \u201cMirror\u201d by Marc Chagall and \u201cHead\u201d by Kazimir Malevich.<\/p>\n<p>The Pompidou\u2019s outpost is the museum\u2019s first foray outside France. (In 2010, the Pompidou opened its first French satellite, in Metz. ) The museum\u2019s agreement with M\u00e1laga lasts five years, after which the French museum said it would look elsewhere. It will occupy a cube-shaped building along the port, offering visitors a blend of temporary exhibitions, music and dance performances, underpinned by a collection of about 90 works drawn from the Pompidou\u2019s permanent collection, one of the world\u2019s largest of contemporary art, including Picasso\u2019s \u201cLe chapeau \u00e0 fleurs\u201d and works by Francis Bacon, Frida Kahlo and Fernand L\u00e9ger.<\/p>\n<p><a href=\"http:\/\/taylorwimpeyspain.com\/blog\/wp-content\/uploads\/2015\/03\/180315museopompidou50_retocada.jpg_2000982222.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-7062\" src=\"http:\/\/taylorwimpeyspain.com\/blog\/wp-content\/uploads\/2015\/03\/180315museopompidou50_retocada.jpg_2000982222.jpg\" alt=\"180315museopompidou50_retocada.jpg_2000982222\" width=\"955\" height=\"370\" srcset=\"https:\/\/taylorwimpeyspain.com\/blog\/wp-content\/uploads\/2015\/03\/180315museopompidou50_retocada.jpg_2000982222.jpg 955w, https:\/\/taylorwimpeyspain.com\/blog\/wp-content\/uploads\/2015\/03\/180315museopompidou50_retocada.jpg_2000982222-768x298.jpg 768w, https:\/\/taylorwimpeyspain.com\/blog\/wp-content\/uploads\/2015\/03\/180315museopompidou50_retocada.jpg_2000982222-300x116.jpg 300w, https:\/\/taylorwimpeyspain.com\/blog\/wp-content\/uploads\/2015\/03\/180315museopompidou50_retocada.jpg_2000982222-940x364.jpg 940w\" sizes=\"auto, (max-width: 955px) 100vw, 955px\" \/><\/a><\/p>\n<p>Given the size of the museum\u2019s entire collection, \u201cI believe it\u2019s better to display it rather than keep 98 percent of it in storage,\u201d said Alain Seban, the president of the Pompidou Center, in an email interview. \u201cIt gives more visibility to the institution, generates revenues instead of costs, and provides us with the leverage to develop a world network of temporary outposts.\u201d<\/p>\n<p>The challenge for M\u00e1laga, however, is precisely to ensure that the city also generates revenue, rather than costs, as a result of hosting foreign museums. About 495,000 people visited the Contemporary Art Center last year, but it relies on municipal subsidies to put together 16 temporary shows a year \u2014 and it doesn\u2019t charge an entrance fee. A similar subsidized financial model applies to La T\u00e9rmica, a cultural center that opened in 2013 in a building that was once a military hospital.<\/p>\n<p>\u201cOne of the cancers of Spain is that culture is seen as a public good that can\u2019t somehow generate real revenues and be turned into a profit center,\u201d said Salom\u00f3n Castiel, the director of La T\u00e9rmica.<\/p>\n<p>M\u00e1laga has earmarked a 2015 budget of \u20ac4.2 million, or $4.6 million, to cover the costs of the Pompidou and \u20ac3.7 million for the Russian museum, which include the payment of fees to both museums, as well as insurance costs. Part of that cost is due to be offset by corporate sponsorship deals, as well as entrance ticket revenues for both museums. The city hall currently has \u20ac600 million of debt<\/p>\n<p>Still, the authorities in M\u00e1laga predict that the two museums will give a major lift to its tourism sector, even if not as radical as the transformative impact that the opening of the Guggenheim museum in 1997 has had on the Basque city of Bilbao. M\u00e1laga, a city of 570,000 inhabitants, had 3.5 million visitors last year.<\/p>\n<p><a href=\"http:\/\/taylorwimpeyspain.com\/blog\/wp-content\/uploads\/2015\/03\/25iht-malaga25c-articleLarge.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-7059 size-full\" src=\"http:\/\/taylorwimpeyspain.com\/blog\/wp-content\/uploads\/2015\/03\/25iht-malaga25c-articleLarge.jpg\" alt=\"25iht-malaga25c-articleLarge\" width=\"600\" height=\"400\" srcset=\"https:\/\/taylorwimpeyspain.com\/blog\/wp-content\/uploads\/2015\/03\/25iht-malaga25c-articleLarge.jpg 600w, https:\/\/taylorwimpeyspain.com\/blog\/wp-content\/uploads\/2015\/03\/25iht-malaga25c-articleLarge-300x200.jpg 300w, https:\/\/taylorwimpeyspain.com\/blog\/wp-content\/uploads\/2015\/03\/25iht-malaga25c-articleLarge-225x150.jpg 225w\" sizes=\"auto, (max-width: 600px) 100vw, 600px\" \/><\/a><\/p>\n<p>Spain emerged in late 2013 from a long recession, but the country continues to struggle under a mountain of culture-related debt, after the bursting of its construction bubble in 2008 left it littered with under-used or half-finished museums and arts centers. Some of these oversize investments have recently prompted corruption investigations, including in Valencia, Spain\u2019s third-largest city. In January, the former director of Valencia\u2019s opera house was briefly detained by Spanish police, as part of an investigation into financial irregularities there.<\/p>\n<p>\u201cI don\u2019t have any reason to think that we will run into the same problems as Valencia,\u201d said Mr. de la Torre, M\u00e1laga\u2019s mayor, during an interview held in the offices of the Contemporary Art Center. \u201cOur projects are now based on a different model to the one that plunged Spain into crisis,\u201d he said, explaining that the city now relies mostly on existing rather than purpose-built architecture.<\/p>\n<p>Still, during Mr. de la Torre\u2019s time in office, M\u00e1laga has suffered some financial setbacks: Its soccer club briefly challenged the best teams in Europe, following an investment by a member of the royal family of Qatar. When the Qatari funding dried up, however, the club found itself in a precarious financial situation, forced to sell star players to stay afloat. The city also recently scrapped a \u20ac100 million project to build a concert auditorium. \u201cWe realized it was no longer the right time to build such an auditorium,\u201d said Mr. de la Torre.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"275\" data-total-count=\"6055\">The construction of what is now the Pompidou cube was part of an overhaul of the city\u2019s port that began in 2004 \u2014 long before M\u00e1laga knew that the Pompidou Center or any other museum might want to use such a building. It was designed by L35, a Spanish architecture firm.<\/p>\n<p>&#8220;Rather than a museum, it could have become a library or a theater, but what mattered to me was to set aside in the port at least some space for non-commercial usage,\u201d the mayor said.<\/p>\n<p>With the two museums, \u201cM\u00e1laga will now join the select group of cities that offers a complete art itinerary, from the seventeenth century to the truly contemporary,\u201d said Fernando Franc\u00e9s, the director of the Contemporary Art Center.<\/p>\n<p>Alberto Garz\u00f3n the national leader of Spain\u2019s United Left party, said that the mayor\u2019s cultural investments amounted to \u201creal wastage\u201d for an indebted city that should instead focus on adding social housing and other infrastructure needed by local residents.&lt;<\/p>\n<p>Mr. Garz\u00f3n, who represents M\u00e1laga as a member of the Spanish Parliament, added: \u201cThis is an attempt to rebuild M\u00e1laga through culture when M\u00e1laga has no real cultural tradition.\u201d<\/p>\n<p>Still, Mr. Seban, the president of the Pompidou, insisted cities and museums these days adjusted their artistic ambitions to budgetary constraints.<\/p>\n<p>\u201cIn the past, creating a museum started with building flagship architecture, working preferably with a Pritzker Prize winner, and this involved huge investments and lofty operating costs, and therefore a fairly high risk of ending up with a white elephant,\u201d he said. \u201cIn M\u00e1laga, the approach we\u2019re taking is just the opposite: we\u2019re working within an existing venue and together with our partner to prepare what will follow, after we leave and move to a different location.\u201d<\/p>\n<p>Vladimir Gusev, the director of the Russian State Museum, said its M\u00e1laga branch should help \u201cbroaden the horizons of Europeans concerning Russian culture and, first of all, painterly art.\u201d<\/p>\n<p>M\u00e1laga\u2019s initial agreement with the Russian museum runs for 10 years, with the possibility of renewal. \u201cWe have no plans for an ever-spiraling race of foreign branches \u2014 it\u2019s unrealistic and impossible,\u201d said Mr. Gusev, in an email interview.<\/p>\n<p>In contrast, the Pompidou is planning to hold to its five-year agreement with M\u00e1laga.
